So, it was no surprise when the Malaysian Tax Authority announced they were set to introduce e-invoicing in Malaysia by August 2024.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What does it mean for \u200cbusinesses operating in the country, though?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Will it be beneficial for them somehow?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this article, we\u2019ve discussed everything while offering basic guidance on e-invoicing in Malaysia. Hence, without any further ado, let\u2019s begin.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>E-Invoicing in Malaysia &#8211; A Fundamental Overview<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">An e-invoice is a type of document exchanged between a supplier and a buyer through an electronic software program.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The paperwork is sent through a well-integrated and secure environment so that no one can intercept it. Now, it has two primary benefits \u2014<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Firstly, it can be sent almost as immediately as you\u2019ve completed documenting it.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Besides, as it&#8217;s coming through an electronic medium, the paperwork will be a bit easier to manage.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Speaking on the second point, the documentation you send or receive as an e-invoice will be kept on a centralised platform. Therefore, almost anyone can view it whenever needed, as long as they have the authority.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also, unlike manual invoicing, you can automate the task of e-invoicing in Malaysia. In a way, it requires even less time to complete and has a lower risk of making an error.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>A: E-invoicing in Malaysia &#8211; The Key Components<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Before you learn how to create an e-invoice in Malaysia, it\u2019s best to learn about the major components of it first. Let\u2019s discuss a little about it.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>I. Structured Data Format<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Technically speaking, you can categorise an e-invoice through structured data formats. A good example of it could be JSON (JavaScript Object Notation).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">XML (eXtensible Markup Language) may also be an option here, but it\u2019s much rarer than the former. But what\u2019s the benefit of these structures for e-invoicing in Malaysia?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Well, as the document is well-structured, it will provide a standardised representation of a piece of information available in the invoice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It, in turn, makes it machine-readable and facilitates seamless integration with more than one business system. Thus, in a way, you can send the invoice from almost any associated software program you have within your organisation.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>II: Automation and Workflow Integration<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">As we have mentioned in the previous section, e-invoicing in Malaysia will rely solely on automation. This, sequentially, can help you facilitate cross-border or national transactions alike while avoiding legal ramifications effectively.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>V: Authentication and Electronic Signature<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Various authentication mechanisms, such as encryption techniques and digital signatures, are quite integral for e-invoicing. These usually focus on ensuring the authenticity as well as the integrity of the documentation you are sending.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, it can also safeguard the information available in invoices, protecting it from unauthorised access and unlawful tampering.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Digital signatures, on the other hand, offer proof of origin and maintain the integrity of the invoice you\u2019re sending. However, this only works during transmission.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, it&#8217;s important to utilise a combination of authentication and electronic signature while working on e-invoicing in Malaysia.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>VI: Archiving and Audit Trails<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">While sending an e-invoice, most people tend to forget to archive it. And that\u2019s why most of them end up losing whatever important data was available there during a data breach.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Once a file is sent, archiving it is a must, as it can help you \u2014<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Follow the legal compliance for e-invoicing in Malaysia effectively\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Keep a record of whatever document you are sending to your suppliers<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Apart from this, you should also focus on maintaining an audit trail by offering a checked and transparent history of your invoice transactions. There&#8217;s no need to check the history of transactions manually anymore.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These portals can also facilitate \u2014<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Status tracking,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Communication between the buyers and sellers,\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Resolution of discrepancies.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Hence, in a way, having such a portal can reduce the risks of making an error and foster a much-improved sense of collaboration between the trading partners.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>Where is E-Invoicing Being Mandated?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">When people heard about the initiation of\u00a0 e-invoicing in Malaysia for the first time, most considered it something new. However, that\u2019s simply not true.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">E-invoicing has been an integral part of the business world for quite a while now. Many countries, such as Taiwan, South Korea, Vietnam<\/span><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">India, and Indonesia<\/span><span style=\"font-weight: 400;\">\u00a0have also started using it.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For instance, a European standard came into fruition in 2017, which focused more on\u00a0 paying, sending, and processing digital invoices. The primary aim it was to simplify the receiving and sending of e-invoices within the countries of Europe.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nonetheless, most of the European countries are now moving forward with integrating an obligatory rule of e-invoicing. This is applicable for either the B2B or B2G suppliers now \u2014 however, the scenario might change later on.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to a report, a valid and proper e-invoice will contain <\/span><span style=\"font-weight: 400;\">a varied set of mandatory or permanent fields. This might include the following \u2014<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Buyer and seller details\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Item quantity and description<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Total amount, price, and Tax<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Payment details\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Besides, there are several types of transactions that might be covered under e-invoicing in Malaysia. Here\u2019s what you need to know about them \u2014<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Business to Business\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Business to Government<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Business to Customer\u00a0<\/span><\/li>\n<\/ul>\n<p><b>Note: <\/b><span style=\"font-weight: 400;\">The report also suggests that the B2G transactions will be quite similar to B2B. So, in a way, it might be easier for businesses to handle and take care of them.<\/span><\/p>\n<p><b>Note (2)<\/b><span style=\"font-weight: 400;\">: According to the Malaysian government, e-invoicing will apply to most, if not all, types of commercial activities in Malaysia.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These might include the sale of the goods or services of an organisation. Some specified non-business transitions can also be added to the same.<\/span><\/p>\n<p><b>Note (3)<\/b><span style=\"font-weight: 400;\">: However, in the aspect of a B2C transaction, a seller doesn\u2019t have to issue their e-invoice to the end customers. Instead, they can create a normal receipt or invoice while asking for the required amount for their offered services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Once a specific timeline has been met, the seller can aggregate all of the normal invoices and issue a properly consolidated e-invoice. It\u2019s a long process, but it\u2019s more secure.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>E-Invoicing in Malaysia \u2014 The Types of Transactions Covered in E-Invoicing Requirement<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">According to the IRBM guidelines, there are two types of e-invoices mandated in Malaysia currently. Here\u2019s what you need to know about them \u2014<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>1: Proof of Income<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Whenever your business supplies the services or goods to the recipient, issuance of a new e-invoice becomes mandatory for you. It can help the government recognise the sales that you\u2019ve made and the amount of money you\u2019ve generated through the same.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, you will also need to issue an \u201c\u2018other transactions\u201d\u2019 tab, in which the taxpayer is earning their fortune. However, the guidelines related to \u201cother transactions\u201d are yet to be issued in Malaysia. So, you may not have to stress too much about it at the moment.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>2: Proof of Expenses<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Whenever someone makes a purchase from you, whether it&#8217;s a service or a product, it will be important to send an e-invoice to them. But this should only be done if the expense is incurred by your taxpayer in order to keep a record.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In some cases, the proof of expenses may also include the discounts you have provided to your consumers.\u00a0<\/span><\/p>\n<p><b>Note:<\/b><span style=\"font-weight: 400;\"> If the transaction is being made between a foreign seller and a Malaysian, then the recipient has to issue a self-invoice to document it.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Like everything else, the tax department of Malaysia might ask for it. So, it\u2019s important to keep a backup or two of the documentation as well.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>3: The Types of E-Invoices<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">When e-invoicing arrives in Malaysia, there are several documents that can be replaced in an electronic format. Here\u2019s what might get included in the list \u2014<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>I: Invoices:<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">An invoice is a commercial document that records the sales transactions and anything related to them between the recipient of the services and the suppliers. It may also include self-invoicing as a part of the process.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>II: Credit Notes<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Credit notes are another type of e-invoice that can only be issued by the supplier. You can send it to the recipient where there\u2019s a decrease in the value of the transaction they have made. It\u2019s mostly used when an error occurs while creating the e-invoice.\u00a0<\/span><\/p>\n<p><b>Note: <\/b><span style=\"font-weight: 400;\">Contrary to what you might be thinking, this is not employed in a situation where a case of return of money is involved.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>III: Debit Notes<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">The debit notes, conversely, are different from their credit counterparts. You may only issue them where there\u2019s a sufficient increase in the transaction value.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><b>IV: Refund E-Invoice<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">A refund e-invoice can only be issued to the recipient and offered by the supplier. This is mostly employed to confirm the refund of a specific payment made by the person who\u2019s used your services. So, no matter when someone refunds you money, you must issue this document quickly and accordingly to keep a record. It\u2019ll help you during an audit.<\/span><\/p>\n<p><b>Note: <\/b><span style=\"font-weight: 400;\">Each e-invoice you make must have a unique identifier number. It also needs to have 51 validations, with 35 of them being compulsory.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>Implementation Date for E-Invoicing in Malaysia<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The implementation of e-invoicing in Malaysia will be completed in a span of <\/span><span style=\"font-weight: 400;\">two years or so. However, if you don\u2019t fall under the same category, then it\u2019ll be based on your yearly revenue reported in the year of 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The parameters and timelines we\u2019ve mentioned here are fixed. There will not be any sort of change to it, as far as the businesses are concerned. However, if there\u2019s something that needs to be reviewed, it\u2019ll be done periodically in the subsequent financial years.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also, the change will be done at the discretion of the business to issue an e-invoice from an earlier date \u2014 irrespective of whatever their annual revenue or turnover is.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>E-Invoicing in Malaysia &#8211; Why Is It Being Implemented?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Malaysian government&#8217;s push toward adopting e-invoices aligns with a broader strategy aimed at leveraging technology to transform the country&#8217;s economic landscape.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By transitioning further away from traditional paper-based invoicing systems, several key objectives are being targeted:<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>1.
